TAIPA - RESCO RFP : revised Technical bid document
Tower & Infrastructure Providers Association (TAIPA) is an apex body of Infrastructure operators responsible for nearly 400,000 towers in India supporting nation-wide seamless telecom services. TAIPA members include ATC Tower Co, Bharti Infratel, GTL Infrastructure, Indus Towers, Tower Vision India and Viom Networks. TAIPA is committed to convert 100,000 towers powered through Green & Clean power for its telecom sites using Renewable energy resources which is in line with the national objectives. A pilot project of approximately 500 sites has been proposed to be implemented to start with, after following the due process of bid evaluation. TAIPA has decided to implement this pilot project through “Renewable Energy Services Companies” (RESCO). A draft RFP document was released by TAIPA on 17th May 2012 and after discussions with various vendors, the same has now been refined/ updated meeting all expectations and addressing all the queries. Further, the evaluation criterion has been detailed in the RFP document attached. The evaluation process will be a 02 (two) stage process i.e.
- Technical evaluation and,
- Commercial evaluation.
Timelines for submission of Technical bids (including technology, operational model, etc) are as follows:
- Last date for receipt of Technical bids (in sealed envelope) by COB (1800 hrs) on 7th July 2012
- Address for delivery of the Technical bids : TAIPA, 117, First Floor, Park Centra, Sector-30, NH-08, Gurgaon – 122 001.
- Bids to be addressed to : Mr. Bhaskar Banerjee
- Words “TAIPA – RESCO RFP technical bid” must be written on the envelope cover
- Number of copies : 04 (including 01 in original alongwith a soft copy on a pen-drive)
Further, please note that bids received after COB (1800 hrs) 7th July 2012 will not be entertained. The Committee will evaluate the technical bids and shortlist suitable vendors for the next stage i.e. Commercial bidding/ evaluation. The Commercial RFP will then be released only to the shortlisted vendors for submission of detailed commercial bids. It is proposed to complete the process of receipt of final commercial bids by mid-September 2012 (exact dates will be communicated in due course).
